Five water systems and a wide spread in hardness
Tap water in Alameda County has several origins, and the hardness figures are far apart. East Bay Municipal Utility District supplies Oakland, Berkeley, Alameda, Albany, Emeryville, Piedmont and San Leandro, among other East Bay cities, and its main supply begins as snow and rain on the Mokelumne River watershed in the Sierra Nevada. Its 2024 report lists hardness of 12 to 32 parts per million at three treatment plants and 69 to 96 at a fourth, which is 1 to 2 grains per gallon at the first three and 4 to 6 at the last. The report does not say which plant feeds which street.
The Alameda County Water District serves Fremont, Newark and Union City from four sources. Its 2025 report gives hardness by source in milligrams per liter: 96 for treated surface water, 40 for purchased San Francisco water, 62 for desalinated water and 138 for blended groundwater, about 8 grains per gallon. Hayward buys all of its drinking water from the San Francisco Public Utilities Commission and reports a range of 8.4 to 106 parts per million, averaging 57.
Zone 7 Water Agency wholesales water across the Tri-Valley. Its 2025 report shows treated surface water averaging 88 milligrams per liter and groundwater averaging 318, with groundwater ranging from 35 to 452. Pleasanton bought all of its 2025 supply from Zone 7. Dublin San Ramon Services District calls its own 2025 water soft to very hard, 58 to 448, and says the blend shifts through the year and by location. Cal Water, which serves Livermore, ranks water under 75 parts per million as soft and 300 or more as very hard.
Hardness is mostly dissolved calcium and magnesium, and it shows up as a white crust on shower glass, tile and fixtures, which makes it chiefly a tile and grout matter. For carpet, what counts is how well the cleaning solution is rinsed out, since leftover residue attracts soil whichever tap you use. Nobody can promise in advance that one supplier’s water improves or spoils a result.
Fog along the shore, heat in the Tri-Valley
The National Park Service says summer ocean fog pushes inland through gaps in the coastal ranges and takes some of the sting out of summer heat. In this county the effect shows in the 30-year weather averages. The July high is about 72 F at the stations nearest Oakland, Alameda and Piedmont, 74 F at Berkeley, 77 F near Fremont and Newark, and 89 F at Livermore, the station that also stands closest to Dublin and Pleasanton. January lows run from 39 F at Livermore to 45 F at the Oakland Museum.
Cool, damp air dries carpet slowly and hot, dry air dries it faster, but the usual range in the Carpet and Rug Institute’s guidance is still 6 to 12 hours, because airflow, humidity and carpet type matter more than temperature. On a foggy morning near the shore, open the room and run a fan; in Livermore, leave the air conditioning running. Past 12 hours, a carpet that is still wet needs a professional.

Old houses, many renters and some mobile homes
Federal housing estimates for 2020 to 2024 count about 637,000 housing units in Alameda County. Roughly 65 percent were built before 1980, about 20 percent in 1939 or earlier, and the median home dates from 1969. Berkeley’s median is 1944 and Piedmont’s 1938, while Dublin’s is 2004. Original carpet, bare floors under old rugs and sofas that have moved house several times all turn up in the older stock, so the fiber and the age are the first things the office asks about.
About 46 percent of occupied homes in the county are rented, 51 percent of homes are detached houses and 29 percent of units sit in buildings of five or more. In Emeryville 82 percent of units are in larger buildings and 76 percent of homes are rented, while Piedmont is 91 percent owner-occupied. Mobile homes count in Hayward at 2,357, Union City at 1,138 and San Leandro at 771. Landlords, tenants and managers can all start a request; say who you are and when the unit empties.
Hill fires, smoke and Diablo winds
The state fire marshal’s history records the Oakland Hills Firestorm of October 20, 1991, in Alameda County: 1,520 acres burned, 3,354 single-family homes and 437 apartment and condominium units destroyed, 25 people killed. Diablo wind is the name for the hot, dry wind from the northeast that typically blows across the Bay Area in spring and fall. CAL FIRE sorts land in State Responsibility Areas into moderate, high and very high hazard; those maps rate the hazard of land, not the risk to one house, and this page lists no zones for individual cities.
Smoke and ash cling to rugs, drapes and sofas, and those fibers hold the smell much longer than a hard floor. FEMA’s guide for smoke-damaged homes advises HEPA vacuuming of carpet and sofas and keeping the air handler switched off until most of the soot is gone. The Bay Area Air Quality Management District has a wildfire air quality response program for the region. The EPA does not recommend duct cleaning as routine maintenance; it names visible mold, vermin and ducts clogged with dust and debris as the reasons to do it. A smoke-marked piece sometimes stays marked, and no cleaner can honestly guarantee otherwise.

I particularly liked the way the lead cleaner described the PH balance of the solutions that they were using on our carpets. The acidic neutralizing rinse makes sure the floor doesn’t feel crunchy or sticky when it is dry. That extra step means our floors are very silky and totally residue-free.
My kids have turned the giant living room ottoman into a trampoline and it's forever soiled with imprints. Steam cleaning the hefty cloth removed all the dark grime and restored the original bright blue hue. The furniture which is the focus is clean and the living space appears a lot tidier today.
Thick outdoor seats were covered in tree algae and bird poop. Power-washings of the tough material killed any dirt from outside. We are pleased to be hosting barbecues from our clean chairs again.
