Two water systems, and hardness that follows the source
Orange County drinks from two very different systems. The Orange County Water District manages a groundwater basin, and 19 cities and retail water agencies can pump about 85 percent of their demand from it, importing the other 15 percent through Metropolitan and MWDOC. About 600,000 people in the southern part of the county sit outside the basin and receive most of their water from imported Colorado River and State Water Project supplies. Metropolitan’s Diemer treatment plant, one of the five in its 2025 water quality report, also delivers treated water to areas of Orange County.
Hardness follows the source, so the figures swing widely from one city report to the next. USGS defines it as the dissolved calcium and magnesium in water and calls more than 180 milligrams per liter very hard. Metropolitan lists its Diemer plant at 235 to 305 and its Jensen plant at 143 to 153. In the city reports, Seal Beach’s city wells averaged 72.9, Mesa Water District’s groundwater in Costa Mesa 109 and La Palma’s groundwater 147, while Orange averaged 300, Garden Grove’s groundwater 303 and Tustin’s city groundwater 377.
USGS adds that in hard water more soap or detergent is needed to get things clean, which is one reason the rinse at the end of a carpet extraction matters whichever supplier you have. Only your own supplier’s report says what comes out of your tap, and your water bill names that supplier.
Santa Ana winds, fire zone maps and what ash needs
The weather service describes Santa Ana winds as dry winds that flow from the desert interior toward the coast through the mountain passes of Southern California. They are most common from September through May, and they raise wildfire risk because they are dry and carry flame quickly across the landscape. The National Weather Service office in San Diego writes the forecast discussion for Orange County, along with San Diego, western Riverside and southwestern San Bernardino counties.
CAL FIRE’s Office of the State Fire Marshal maps three classes of Fire Hazard Severity Zone, moderate, high and very high, and sends readers in a city’s own responsibility area to the local jurisdiction for specifics. The recommended maps of 24 March 2025 show how different the cities are. Irvine has 10,526 acres in the Very High zone, up from 8,232 in the 2007 to 2011 maps. Laguna Beach has 4,897, San Clemente 4,864, up from 2,876, and San Juan Capistrano 2,636, up from 401, while Anaheim fell to 5,904 from 7,052. Garden Grove’s Safety Element says the city has no high fire severity zones at all.
South Coast AQMD, the air regulator for Orange County and large parts of three neighboring counties, advises MERV13 or higher air-conditioning filters and a portable HEPA air cleaner against wildfire smoke indoors. After a fire it says not to use leaf blowers on ash, to collect the ash, and to vacuum inside with a HEPA filter. A rug or sofa that keeps a smoky smell can usually be cleaned, but no result is certain, and the EPA frames duct cleaning as a response to visible mold, vermin or heavy dust and debris in the system.
The marine layer, July highs and slower drying
Southern California’s coastal marine layer persists into early summer, which is why people call it May Gray or June Gloom. When the layer is shallow, low clouds and fog stay at the beaches and sunny, very warm conditions begin about a mile or so inland, so coastal and inland cities dry carpet differently. The weather-service normals show the gap: the Newport Beach Harbor station averages a July high of 71.8 F, the Laguna Beach station 79.5 F, the John Wayne Airport station 78.9 F and the Anaheim station 86.8 F, while the Irvine Ranch station reaches 88.1 F.
The Carpet and Rug Institute says waiting for carpet to dry can take 6 to 12 hours, and that a carpet which stays wet beyond that point needs a professional. It suggests windows only on sunny days with low humidity and dew point, and the HVAC fan, air conditioning or portable fans the rest of the time. Under a gray coastal sky, the machines do the work and the windows stay shut.
Older rentals, newer suburbs and what that means for carpet
Federal housing estimates show a county of two ages. The median home was built in 1964 in Laguna Beach, in 1965 in Buena Park and Garden Grove and in 1966 in Seal Beach, but in 1992 in Rancho Santa Margarita, in 1995 in Aliso Viejo and in 2002 in Irvine. Older houses may be on their second or third carpet and have ducts that have run for decades, while newer ones can still be under a maker’s warranty. The Carpet and Rug Institute says to follow the maker’s schedule and to clean carpet as needed and at least every 24 months.
Tenure varies as much as age. Renters are the majority in seven of our cities, from Costa Mesa at 60 percent of occupied homes down to Tustin at 51 percent, while only 10 percent of Villa Park homes and 17 percent of Yorba Linda homes are rented. Detached houses are 95 percent of Villa Park’s units but only 7 percent of Laguna Woods’, where 48 percent sit in buildings of 2 to 9 units. Move-out cleanings, shared entrances and building rules are everyday facts in the first group, and warranty carpet and area rugs in the second.

I particularly liked the way the lead cleaner described the PH balance of the solutions that they were using on our carpets. The acidic neutralizing rinse makes sure the floor doesn’t feel crunchy or sticky when it is dry. That extra step means our floors are very silky and totally residue-free.
My kids have turned the giant living room ottoman into a trampoline and it's forever soiled with imprints. Steam cleaning the hefty cloth removed all the dark grime and restored the original bright blue hue. The furniture which is the focus is clean and the living space appears a lot tidier today.
