The city says over half of East Palo Alto lies within a FEMA-designated floodplain, and roughly half of properties face heightened flood risk. The median home dates from 1963, 46 percent of units were built in 1959 or earlier, 59 percent are detached houses and 33 percent are in apartment-style buildings of five or more. That mix makes apartment carpet and move-out cleanings common.
Three suppliers serve the city. The city system, run by Veolia, delivers San Francisco regional system water whose 2025 report averages 62 milligrams per liter of hardness, near 3.6 grains to the gallon. The O’Connor Tract Co-Operative Water Company’s wells measure 222 and 260, about 14 grains, and the Palo Alto Park Mutual Water Company’s 2024 report lists 167, about 9.8. The city says the two mutual companies serve about a fifth of connections. Harder water can leave spots on tile and fixtures, which tile and grout cleaning addresses, and carpet needs a full rinse in any water.
