A foothill city that remembers the Old Fire

The city’s Public Health, Safety and Environmental Justice Element says the 2003 Old Fire burned more than 90,000 acres in and around Highland, destroyed nearly 1,000 homes and took six lives. The same element says wildfires that start outside the city can spread into it or blow ash into it, and that the Santa Ana wind season drives most wildfires in the region. Everything east of Weaver Street and north of Greenspot Road is in a very high fire hazard severity zone, and CAL FIRE lists the 2024 Line Fire, which started at Baseline Street and Alpine Street just north of Highland, at 43,978 acres.

Highland’s housing is middle-aged. Federal estimates show 43.8 percent of units built before 1980, 39.5 percent in 1980 to 1999 and 16.7 percent in 2000 or later, with a median year of 1983, and the Housing Element assumes the older homes are mostly in west Highland. The city estimates that about 3,500 units, roughly 20 percent of the stock, need some level of rehabilitation. The land use element names planned areas such as East Highlands Ranch, Seven Oaks, Town Center and the Golden Triangle.

East Valley Water District supplies Highland, and the district’s 2019 report lists average hardness of 167 milligrams per liter, about 9.8 grains per gallon. When ash or smoke does reach a house, fabric holds it: upholstery, drapes and rugs keep odor longer than hard floors, and soot can settle at the registers.
