An older, half-rented city under the mountain winds

San Bernardino’s housing is old and split evenly between owners and renters. Federal estimates put 50 percent of its 64,199 occupied homes as rented, 60.2 percent of units as built before 1980, 34 percent before 1960 and the median year at 1973. The Housing Element says only about 16 percent of units were built in the last 30 years and at least half the stock is at least 50 years old. The General Plan classifies the northern half of the city, next to the mountains, as a High Wind Area, with the strongest winds at canyon mouths and during Santa Ana conditions, and notes that all major fires in the San Bernardino Mountains happened during high winds. The Fire Department says the October 2003 Old Fire, which started north of the city, burned about 91,000 acres and destroyed 330 homes in San Bernardino itself, and CAL FIRE lists the August 2016 Blue Cut Fire at 36,274 acres, with 105 single family homes destroyed.
